The Glenside Lions Club in Pennsylvania, USA  established the first Leo club. The concept of junior service clubs gained popularity and the Board Of Directors of Lions Clubs International adopted the Leo Club Program as an official program of the association. The objective of the Leo Club Program is to provide the youth of the world (with) an opportunity for development and contribution individually and collectively, as responsible members of the local, national and international community.

The term Leo stands for Leadership, Experience, Opportunity. Leadership because Leo members acquire skills as project organizers and motivators of their peers. Experience because they discover how teamwork and cooperation can bring about change in their community and the world. Opportunity because Leos develop positive character traits and receive recognition for their contributions. The Leo program is for the young people ages 12-30.
